Currently, the entire city is thoroughly studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. In accordance with the arrangements outlined in the 15th Five-Year Plan, we are accelerating the enhancement of the development capacity of the Chengdu-Chongqing Dual-City Economic Circle, cultivating and developing new-quality productive forces in a manner suited to local conditions, continuously building a strategic hub linking the three major markets of “Europe–China–ASEAN,” actively exploring new paths for the modern governance of megacities, accelerating the construction of a culturally strong city in the new era, and solidly advancing the municipal practice of Chinese-style modernization. The development of the arts plays a vital role in shaping a city’s character and holds significant importance for advancing modernization that harmonizes material and spiritual civilization. Chongqing is willing to work together with the Moscow State Tchaikovsky Conservatory, guided by the important consensus reached by the leaders of China and Russia, to continuously deepen practical cooperation in talent cultivation, academic discipline development, and cultural exchanges, thereby making new contributions to the higher-quality development of China-Russia relations.
