It mentions promoting the quality and expansion of higher education and expanding the enrollment scale of high-quality undergraduate education. The 2025 government work report proposes to "solidly promote the expansion of high-quality undergraduate schools".

On March 6 this year, Zheng Zhajie, director of the National Development and Reform Commission, said at an economic press conference held at the third session of the 14th National People's Congress that it will promote the expansion of high-quality undergraduates and further increase the scale of undergraduate enrollment in "double first-class" universities. On the basis of last year's expansion of 16,000 people, this year we will strive to increase by another 20,000. Since then, double first-class universities have intensively announced undergraduate enrollment expansion this year, including Tsinghua University, Peking University and Shanghai Jiaotong University all announced undergraduate enrollment expansion by 150 students this year.

At present, the number of high-quality undergraduate enrollment is mainly to serve the national strategic needs and social development needs, focusing on cutting-edge technologies and emerging formats urgently needed by the country.

Among them, this year is the first year of undergraduate enrollment in new universities such as Fujian Fuyao University of Science and Technology, Ningbo Oriental University of Science and Technology, and Greater Bay Area University, and the admission score line is comparable to that of 985 universities, and even exceeds many 985 schools.

At the same time as the rise of new research universities, traditional prestigious universities are also accelerating the adjustment of faculties and departments and the innovation of talent training models, and increasing investment in emerging cutting-edge disciplines and key fields. The "Notice" proposes to optimize professional settings based on national strategy, market demand and scientific and technological development. Take the optimization of professional settings as the focus of higher education reform, scientifically adjust professional settings and talent training models, deepen the construction of new engineering, new medicine, new agriculture, and new liberal arts, promote the reshaping of the curriculum system and teaching content, upgrade and transform existing majors, cultivate cross-integrated emerging majors, create characteristic and advantageous professional clusters, and continuously improve the fit between higher education and economic and social development needs, so as to provide strong support for Chinese-style modernization.

The "Notice" requires that the layout of the urgently needed majors is urgently needed.
